20th IVR WORLD CONGRESS (AMSTERDAM, THE NETHERLANDS, JUNE 20-24, 2001)

Dates and Venue of the 20th IVR World Congress

The Congress will be held from Tuesday June 19 through Saturday June 23, 2001. Congress venue is the main building of the Vrije Universiteit, De Boelelaan 1105, Amsterdam.

The Vrije Universiteit is located in the south-western part of Amsterdam, close to Schiphol International Airport and the conference hotels. There are good railway and bus connections between the Vrije Universiteit, the hotels and the airport. Participants will receive a detailed route description together with a confirmation of registration.

Academic Program

The theme of the Congress is: Pluralism and Law. Sub-themes include: Justice, The State, Global Problems and Legal Reasoning. These sub-themes will be discussed during plenary and semi-plenary sessions on the different days from Wednesday through Saturday.

Special topics within these sub-themes will be discussed in workshops. The following topics are planned.

Justice: Human Rights, Universal and Local Justice, Collective and Minority Rights, Globalizing the Welfare State, Pluralism, Discrimination, Gender, Criminal Justice, Private Law, Distributive Justice.

The State: State, Nation and World, Federalism, Relationship between National and International Law, Sovereignty, Rule of Law, Citizenship, European Community.

Global Problems: Migration (political, economic), Development Law, Environmental Law, Global Economics, International Criminal Law, Just Wars, International Institution, Plurality of Cultures.

Legal Reasoning: Universal and Particular Aspects of Legal Reasoning, Legal Reasoning and Plurality of Values, Legal Expert Systems, Law and Logic, Legal Semiotics, Legal Argumentation, Legal Interpretation.

Workshops may be combined. Participants may propose additional topics.

Schedule

The official opening of the Congress is on Tuesday, June 19, at 07.30 p.m. in the lecture hall of the Vrije Universiteit. Dr. Job Cohen, Dutch State Secretary of Justice, will deliver the opening speech of the Congress. After the opening ceremony, a welcome reception will take place.

Working Group Papers

Participants who want to present a paper in a workshop are asked to send the abstract of their paper to the Congress Committee no later than March 1, 2001. They are also asked to indicate in which workshop they prefer to present their paper. However, the Congress Committee cannot guarantee that they will be placed in their preferred workshop. If abstracts are received after March 1, 2001, there is no guarantee that the corresponding papers can be presented during the Congress. Accepted abstracts will be published in the congress program book.

Language

The official language at the meeting will be English.

Registration

The Conference Service of the Vrije Universiteit will handle registration of participants.

Participants should register by completing and returning the registration form to the VU Conference Service. Registration will only be final after payment of the appropriate registration fee.

Registration fees include admission to all sessions, lunch on congress working days, coffee, tea or other refreshments, official receptions, a book published by Kluwer Academics containing the plenary and semi-plenary papers, an abstract book and other congress materials.

Social program

There will be various opportunities to meet colleagues and friends in informal settings at the congress venue and at the various social events that will be organised. The social program will include the following items:

Tuesday, June 19, 20.00 h: welcome reception, immediately after the official opening of the congress.

Wednesday, June 20, 10.00 h: A get-together party for partners.

Saturday June 23, 20.00 h: Farewell dinner in the famous "Wintergarden" of Hotel Krasnapolsky, Amsterdam.

Furthermore, we plan to organize a cultural event during the congress week, as well as excursions on Sunday. Further information on these items will be sent to participants after registration. Please tick the box on the registration form if you are interested in this information.

Tickets for all social events can be ordered on the registration form or can be bought during the congress at the registration desk. However, as the number of tickets available during the congress is limited, it is strongly advised to use the registration form. Reservations can only be accepted after the payment for the social events is received. Payment for tickets ordered on the registration form should be done together with the payment of the congress fee.

Public Transport

Since Amsterdam has a very dense public transport network and the Vrije Universiteit and all chosen hotels can be reached by public transport very easily, we recommend you to use a 5-day Public Transport Pass (NLG 32, --). With this Pass you can use all means of public transport (trams, buses, subway), within the City of Amsterdam. You can order this Pass by checking the appropriate box on the Registration Form. You will receive the Public Transport Pass upon registration at the Vrije Universiteit.

Amsterdam

Amsterdam, popular throughout the world, is famous for its canals, its gabled houses, its museums and of course its atmosphere. Amsterdam's old inner city is very compact. The museums, monuments, markets, shopping streets, and other attractions are all within easy reach by public transport from the symposium venue. Amsterdam also offers a wide variety of theatres, music halls, etc., in which you can enjoy all kinds of cultural activities.

Insurance

Please arrange your own travel insurance. The organizers will not be liable for accidents, theft and property damage, nor for delays and/or modifications in the program due to unforeseen circumstances.

Although, compared to other cities, Amsterdam is a rather safe city, we strongly advice you to beware of pickpockets when you are in the city centre, on trams or buses.

Weather

The Netherlands has a moderate sea-climate. June is an end-of-spring month with temperatures varying from 18° – 22 °C. A light raincoat and an umbrella are advisable.

The official housing bureau, Carlson Wagonlit Travel, has reserved hotel rooms at special congress rates. Most hotels are conveniently located in the central or the southern part of Amsterdam, along public transport sites. Hotel rooms are booked in several price categories. The 21st IVR World Congress will be held in Lund, Sweden, in 2003. Its organization is being led by IVR Vice President Prof. Aleksander Peczenik. Next 22nd World Congress, in 2005, will take place in Granada, Spain. Further information is still to be confirmed.

The Argentine section of IVR has currently 142 members.

In April 28th 2000, there was a round-table about "Interpretation and Legal Argumentation", where professors Diego Duquelsky Gómez, Pablo Navarro and Renato Rabbi Baldi participated as speakers. Professor Ricardo A. Guibourg was the moderator. At the end of the speeches, there was a public debate.

ANNOUNCEMENTS

Another round-table will be held in August 11th 2000 on the subject "Theories of Justice". Professors Julio César Cueto Rúa, Martín Diego Farrell and Carlos I. Massini Correas will participate as speakers.

In October 26-28, the XIV Argentine Conference on Legal and Social Philosphy will be held in Mar del Plata, province of Buenos Aires. Professors Tércio Sampaio Ferraz from Brazil, Cristóbal Orrego Vicuña and Agustín Squella from Chile, Juan A. García Amado from Spain, Eugenio Bulygin and Miguel A. NEWS

The main activity of the Australian Society of Legal Philosophy (ASLP) is its annual conference. This year's conference was held in Canberra, April 28-30, on two themes: Criminal Law Theory and Dissenting Jurisprudence. The keynote speaker was Professor Nicola Lacey (London School of Economics). Her paper was entitled "In Search of the Responsible Subject". Desmond Manderson's paper entitled "Apocryphal Jurisprudences" formed the basis of a lively panel discussion. Some 20 other papers on a wide range of topics in criminal law and legal theory were presented.

ANNOUNCEMENTS

The 2001 Annual Conference will be held in April 2001 at a location and on themes to be announced.

The Australian Journal of Legal Philosophy welcomes contributions from all quarters. These may take the form of full length or shorter articles, book reviews and review articles. Work that explores the theoretical foundations of particular legal rules or areas of the law (such as contract or criminal law) is particularly welcome. Contributions should be sent to Professor Tom Campbell, Editor AJLP, Faculty of Law, Australian National University, Canberra, ACT 0200, Australia. The 2000 issue of the AJLP will be published in June. A special issue containing papers given at the inaugural conference of the Julius Stone Institute of Jurisprudence will also be published in 2000.

XXII Congress of the Italian National Section

"Justice and Procedures. Legitimating Dynamics in the State and in the International Community". Trieste, September 27-30, 2000.

On September 27-30, 2000, the XXII Congress of the Italian National Section of IVR will be held in Trieste on the theme "Justice and Procedures. Legitimating Dynamics in the State and in the International Community" The underlying hypothesis is that a meaningful feature of modernity can be found in proceduralism, namely in the assumption that procedural reason is more effective, less ideological, more promising, perhaps more rational, certainly more possible, than the (typically "ancient") reason concerning contents. In many fields of knowledge (e.g. mathematics, natural sciences, ethics, aesthetics), procedures play a more and more important foundational role. But this is particularly evident in at least three domains pertaining to legal and political philosophy: the theories of procedural justice in the constitutional shaping of society; the theories of just/fair legal proceedings ("natural" procedural law); the theories of right procedures of decision at the political level (democracy vs. autocracy, liberty vs. totalitarianism, Rechtsstaat and the rule of law vs. either absolutism or implementation of an eternally true code). Are correct procedures the only possible sources of legitimacy in a modern/postmodern context? What "material", ontology-related values are implied in correct procedures? What is (or: is there something like) procedural truth, i.e. truth about "good" procedures? Have procedures an intrinsic logos? A "nature"? Are there real alternatives to "classic" legal and political procedures? Is there an "eastern" (vs. "western") approach to the procedures-vs.-contents debate? These are some of the topics that will be dealt with in Trieste, according to the following program.

NEWS

The 1998 annual conference of the JALP took place 13-14 November 1998, at Waseda University, in Tokyo, on the topic "Post-War Legal Philosophy as an Intellectual Resource." The two-day conference, which was conducted in a special format, commemorated the 50th anniversary of JALP. The conference began with a keynote speech by the President of JALP, Professor SASAKURA Hideo (Waseda U.), followed by four sections of presentations and three commemorative lectures. The topics of the sections and speakers for each were:

1 Legal order, legal system and methodologies of legal studies: Professor AOI Hideo (Tohoku U.)

2 Law, morality, and ideology: Professor SAKURAI Tetsu (Kobe U.), Professor KUZUU Eijiro (Notre-Dame Seishin Women’s U.)

3 Modernization, democracy, and autonomous person: Professor SUMIYOSHI Masami (Aoyama Gakuin U.), Professor NAKAYAMA Ryuichi (Kinki U.)

4 Ways to discuss orders, regimes, and revolutions: Professor SHIMAZU Itaru (Chiba U.)

The commemorative lectures were as follows:

1 Professor OHASHI Tomonosuke (Hosei U.), "Ueber die Natur der Sache".

2 Professor SATO Setsuko (Kanto Gakuin U.), "Legal Philosophy as Meta-jurisprudence".

3 Professor TANAKA Shigeaki (Kyoto U.), "On the Autonomy of Law".

The proceedings have been published in the Annals of the Japan Association of Legal Philosophy 1998.

In December 1998, IVR Japan co-sponsored with JALP the 5th Kobe Lecture, which was assisted by the Japan Association of Canadian Studies. The invited lecturer was Professor Will KYMLICKA of Queen’s University, Canada. The Lecture consisted of two parts. The first lecture, entitled "Multiculturalism: Diversity in the Accommodation of Diversity," was given in Tokyo at the University of Tokyo on Dec. 13th. The second, "Individualism and Collectivism in the Minority Rights Debate," was given in Kyoto at Doshisha University on the 19th. There was a seminar before or after each of the lectures for in-depth discussion. Professor KYMLICKA also visited Sapporo for a seminar on the rights of ethnic minorities. The proceedings of the Lecture will be published in a Beiheft of the ARSP.

The 1999 annual conference of the Japan Association of Philosophy of Law (JALP) took place 6-7 November 1999, at Kobe University, in Kobe, on the topic "The City and Philosophy of Law: Philosophical Reflections on Life and Institutions in Urbanized Societies." Professor NAWATA Yoshihiko (Tokyo Metropolitan U.) gave the keynote speech, followed by five sections of presentations. The topics of the sections and speakers for each were:

1 Images and reality of the autonomy of the city: Professor MURABAYASHI Seiko (Aichi Gakusen U.), Ms. YAMAMOTO Yoko (Kanagawa U.).

2 Political philosophy of societies and groups in urbanized societies: Professor NAKAMURA Koji (Osaka U. of Economics and Law).

3 Public control of the "urban environment" and philosophical theory of private ownership: Professor ISOBE Tsutomu (Tokyo Metropolitan U.).

4 City and minority groups: Professor HIROTA Yasuo (Tokyo Metropolitan U.).

5 City as Lebenswelt: Professor NAWATA Yoshihiko (Tokyo Metropolitan U.).

There were also six papers read in parallel sessions which were not connected with the main theme of the conference. The papers were by Professor TAKAHASHI Hiroki (Komazawa U.), Professor SHIGEMATSU Hiroyuki (Kitakyushu U.), Professor FUKUI Kota (Yamagata U.), Mr. TAKATSU Yoshio (Doshisha U.), Professor AKAMA Satoshi (Aoyama Gakuin U.), and Mr. KOBAYASHI Kazuyuki.

The proceedings will be published in the Annals of the Japan Association of Legal Philosophy 1999.

ANNOUNCEMENTS

IVR Japan will co-sponsor with JALP, the 6th Kobe Lecture in July 2000. The invited lecturer for the 6th Kobe Lecture is Professor Randy BARNETT of Boston University, USA. Professor BARNETT will be speaking on legitimacy issues of the nation state. The Lecture will be read in Tokyo and in Kyoto. There will be a seminar before or after each of the lectures for in-depth discussion. Professor BARNETT will give lectures elsewhere on topics such as contracts. RUSSIA

NEWS

The most important event took place in early February, 2000. It was the All-Russia Conference "State and Law at the Eve of the XXI Century". The day of panel work was devoted to the problems of legal philosophy, theory and history of law. Problems of scientific branches further development were discussed in close connection with Russian state and law in the context of globalization tendencies. Part of the time was devoted to training issues. Representatives of training and research institutions of more than 50 sub-national units of Russia participated or sent their papers to the panel. There were more than 80 participants; among them, V. Grafsky, L. Lapteva, L. Mamout, E. Skripilev, N. Varlamova, V. Chetvernin, D. Dozhdev, N. Sherbakova (Jaroslavl) and V.Baranov (Nizhni Novgorod). Acad. Nercessiants acted as Chair of the panel.

In March, 2000, the Seminar "Social State and its links with Law" was held, on a paper presented by Prof. L. Mamout. More than 20 participants have discussed the problem of social rights and the scale of state responsibility for their fulfillment.

In May, 2000, there was a Seminar on legal philosophy "Understanding of Sources of Law in the Modern World". Prof. W. Krawietz presented a paper . Discussion followed.

A group of scholars research about the tendencies in the human rights development at the eve of the new century. E. Lukashova, N. Kolotova, I. Lediakh, N. Kolosova, etc. are part of it.

The last meeting of the General Assembly of the SEFJP was held in Madrid, January 21st 2000. Professor Peces-Barba was proposed by President B. De Castro as Honorary President, and the Assembly approved that proposal by acclamation.

Number XVI of the Anuario de Filosofía del Derecho has been published. Number XVII is under preparation. The release of this volume is expected by the end of 2000.

Together to Anuario de Filosofía del Derecho, since 1998 there is a second review edited by the SEFJP: Cuadernos Electrónicos de Filosofía del Derecho, an electronic review whose editor in chief is Prof. J. De Lucas (www.uv.es).

The SVRSP (Schweizerische Vereinigung für Rechts- und Sozialphilosophie) has currently 135 members, who had the opportunity to join several meetings. On april 9 - 12, 1999, there was a meeting about "Nietzsche and Law". The proceedings of the conference will be published as a special issue of the ARSP (Archiv für Rechts- und Sozialphilosophie). In june 8, 1999 the third Basle Lecture on Legal Philosophy was given by Prof. Dr. Dr. h.c. mult. Enrico di Robilant, Università di Torino (Italia). His topic was "Law and person in a complex society". Prof. Dr. Müller, Prof. Dr. Ott, and Dr. Seel of the Swiss section gave speeches on the XIX. World Congress in New York. On April 4, 2000, a symposium took place on "Kelsen and Campagnolo at Genève - two philosophical visions on sovereignty". Speaker of the fourth Basle Lecture on Legal Philosophy in June 5, 2000, was Prof. Dr. Peter Koller, Graz University (Austria). His subject was "National borders or free movement? - jurisprudential thoughts on immigration and nationality in the era of globalisation".

EIGHTH INTERNATIONAL CONFERENCE ON ARTIFICIAL INTELLIGENCE AND LAW (ICAIL-2001) – MAY 21-25, 2001, St. LOUIS, MISSOURI, USA

The field of AI and law is concerned with:

  • the investigation of legal reasoning and argumentation using computational methods
  • applications of AI and advanced information technology to support tasks in regulated domains,
  • especially for legal practice and education.

ICAIL-2001 will be held under the auspices of the International Association for Artificial Intelligence and Law (IAAIL), an organization devoted to promoting research and development in the field of AI and Law with members throughout the world. Donald H. Berman Award for Best Student Paper

To encourage participation by students, IAAIL has created the Donald H. Berman Award for the best paper submitted to ICAIL by a student. The winner(s) of the award, which is presented at the conference banquet, receive a cash gift and free attendance at ICAIL-2001.

ICAIL Workshops and Tutorials

ICAIL-2001 will include a tutorial program on the first day, and one or more related workshops. Proposals for tutorials and workshops are also invited, and should be sent to the Program Chair. A workshop on "Advanced IT in Law Practice" is currently planned (see the ICAIL-2001 Web site for more information about workshops, including Calls for Papers).
